Fix arm64 bootloader for KVM mode

Description

https://gem5-review.googlesource.com/c/public/gem5/+/24683 crushes KVM simulations.

CNTFRQ is only accessible from the highest EL (firmware code).
This works fine for normal gem5 simulations, but creates a problem when executed by the KVM host (at EL2) in a EL3 machine
